In the Republic of Utopia, a severe economic crisis grips the country, and the Jews are blamed for the economic and social woes of the population, so the government resolves to expel them. Among those sent into exile is Leo Strakosch, who is engaged to the daughter of Counsellor Linder. He slips back into the Republic in secret to show society how misguided its antisemitic prejudice is. The film departs significantly from Bettauer's novel: "Vienna" became "Utopia", and a happy ending was even added.
